Official maturity is the highest contiguous stage on a nine-rung ladder. Definition is not a law. Synthetic fit is not live prediction.
Problem under load
Research programs skip. A named symbol becomes a 'law' because the writeup is confident. Under load, that is invented certainty.
Primitive / definition
Stages: A naming, B definition, C internal consistency, D synthetic validation, E identified parameters, F out-of-sample prediction, G causal intervention, H cross-architecture, I canonical primitive. Official maturity is the highest contiguous stage earned. You cannot skip rungs.
Method / protocol
Each promotion needs an experiment bundle, artifacts, and a pass/fail rule. Misses stay on the Findings table.
Result
The lab now has a public promotion rule that matches the private packet.
Limitations and next
The ladder is methodological, not an empirical result. Next: a Stage F bundle for next-window measured sojourn and miss rate, with a pre-registered R^2 floor. Computed Q is a forbidden target.
